In Fallout 3 and The Pitt the clearly established D.C., Pittsburgh, Boston, toronto, and wherever the fuck the Broken Banks actually are, as the 5 "big" and important regions on the east coast.
Other major east coast cities such as Baltimore have gone entirely unmentioned, or, in the case of Philly, it was a singular reference to it being "that dump" and "in ruins".
If Bethesda had plans to go to NYC, they would have hinted at it in Fallout 3, and they did not.

For one, all tension is removed from the game. Will this character betray me? Will this character die? These questions are on the mind of someone playing the game for the first time. Not only that, but mystery is half the fun of playing a new game of ANY genre, but particularly in an open world game centered on exploration.

All resources were drained to 0%, pile of bodies in the dark rooms everywhere, 10% "happiness" amongst the handful survivors. Everybody (even the revived ones) had ~45% radiation sickness and I only had a RadAway for every fourth, while their condition has continuously worsened because the lack of water.
Took an hour to get things back to normal but I made it without losing anyone. Had 2 Lunchboxes that I used up with hopes for extra resources - of course this time there were nothing like that in them. My luck as usual. Anyway, despite mobile games are not my cup of tea at all, I find Shelter surprisingly entertaining.
So... since Dr. Li left for the Commonwealth at the and of FO3, do you think she will be a major character again? Minor? Only mentioned in passing?

I never got Fawkes as a companion. Too evil rampaging across the wastes after my dad got me kicked out of my vault. The only reason I spared the wasteland was because of that pacifist super mutant who gave me his old clothes or whatever for nothing in return. I executed three dog outright for requesting my help before he would tell me where my father was and blew up megaton because the barkeep who demanded 300 caps to know where my father was. The only thing that got me to reel in my brutality was someone who actually showed my character kindness. Gave me all he had just because, I didn't ask, and he didn't ask me to do some asinine quest to get his shitty stuff, he just walked up to me and gave me shit.
As for my father I intended to shoot him in the head when I found him but by the time I found him I was out of ammo so I beat him into unconsciousness with a baseball bat.

Looking at the Agility for SPECIAL that was released today, there didn't seem to be much that was unexpected, but during the ends when they mention faster reloading as a perk you can see he's loading his revolver one bullet at a time.
Does this mean that Bethesda will be taking their cue from Obsidian and adding revolvers with a more old-fashioned method of reloading, with the potential to upgrade to a speed loader as one of the weapon mods for those sorts of guns?

I gotta agree with this, the only factions that actually make sense are House (since Securitrons can only do so much and by dealing with Benny you prove both your competence and apparent loyalty) and Independent Vegas. Caesar could make sense but only really if you have the chip to begin with. NCR and Legion shouldn't give a fuck unless you have a very high reputation. I am sure the NCR would care if a guy single handedly decapitated the leadership of the Fiends and secured camp Forlorn Hope and maybe say "hey wanna try and help us with the kings."
In the crafting video we see a menu for magazine mods, like standard, drum, quick eject.
Maybe you can have for example a 10 round revolver mag, or a 10 round quick eject speed loader which is strictly superior. But, the speed loader is a level 3 mod, requiring perk investment.

Thanks for the recommendations, I knew Age of Decadence but not Darklands. There's another one though that came to my mind in the meantime, although it might be not the perfect example of traditional RPG: Mount & Blade. The whole game is about you being a nobody whose fortune is in his own hands.

Only the Pitt did slavery well. All base game neg karma felt like kick the puppy evil. Excluding all the times you get negative karma for killing horrible people, like the "vampires." Just as bad as losing karma for stealing from the Powder faggots in NV.
Even with all the cut content they still did a half decent job of portraying the Legion as (extremely) harsh stability, something the NCR and House can't provide. They're not so bad if you actually listen to Caesar and Vulpes.

Then Nintendo came, giving the possibility to use the tablet/controller's screen of the Wii U to play while you're sitting on the toilet, but the range was so shit that they didn't even publicised it that much. Sony now is hoping to boost the sales of the Vita through that same unsuccessful gimmick.

That's fine if you want to take that stance, but by that metric you're also invalidating a ton of NV and FO3 as stuff like the Yes Man ending and putting the FEV in the purifier have zero chance of being canon either. I'm always in favor of more choices in the game I'm playing rather than less. If the dev wants to declare a certain canon for their sequels, I'm ok with that as it doesn't really detract from my experience with the game at the time I'm playing it.

In the main menu, everything is alright but as soon as I really get ingame, everything goes shit.
I'm not talking about small graphic glitches, most of the screen is black and there is some weird LSD effect going on.

Because both companies would like you to believe that their consoles are not only meant for gaming but as a media centre for your home. Too bad any random HTPC could piss them in half when it comes to this shit, especially if you value customization. So in nutshell, it's a failure.
In their idealistic idea you could play games through your handheld (a Vita, in this case) while your parents / SO / kids are watching the TV, even is you're upstairs in your bedroom while they're chilling down in the living room. In reality, your best bet is still a good PC and a long HDMI cable.

I kind of like that because it freed me to do other things. In 3 you have every reason to discard what you are doing to chase after your father, and this makes going exploring and doing side quests not fit well.

I just finished Dead Money and holy shit was it good. It felt like survival horror. Having to scrounge for supplies and interact with the environment like that added a lot of depth.
And it was had easily the most interesting characters and story I've seen in FNV, all expansions included, maybe except for Ulysses in LR.
Only retarded thing about it was the bomb collars. But it really puts the other FNV DLC to shame.

I really wanted to like it, the idea is good, but the execution, for me at least, was lacking.
The city is tiny, the interesting characters you barely talk to, the supposed challenge of that mist or speakers is more of an annoyance - quickload until you do it right. Casino was pretty small too, the villain never really felt menacing, and while the ending never meant to be satisfactory it wasn't exactly deep either.

I felt the same about 3 honestly. At least New Vegas sent you on a straight path to your primary target. 3 sent you to a place next door, then to a place in the middle of the map, then to a corner, then to a place you already passed, and finally to the opposite corner of the map. Too much fucking walking.
Plus the tasks you needed to keep moving forward in New Vegas were pretty simple with the exception of come fly with me. Rescue the Deputy take like 5 minutes 20 if you want to kill every powder ganger like 40 if you decide to spend time getting new law in primm (if you do the latter two you are probably actually enjoying it since you don't need to do them). The Boulder City thing takes like 5 minutes of talking of 3 minutes of shooting, and after boulder city it is just a walk to Vegas. Come fly with me can at least be skipped by taking a single perk or taking information from a computer.
Even following the quest path going from Goodsprings to Vegas take far less time than you spend just walking in fallout 3 to find your dad.

SFM is some of the most consistently low quality r34 on the internet.
99.99% of it is
-Skyrim sexlab tier animations
-Full of clipping
-Shit not lined up correctly
-People who don't understand the importance of lighting to make shit look good
-There's like 3 body models between all SFM characters, so most of them don't even look remotely proportioned to what they do in the games, and are just headswaps.
-Many body model textures are hilariously low res, like, vanilla skyrim tier resolution textures
-Because its SOURCE engine joints are always hilariously fucked up if you bend them outside the VERY narrow range of arm/leg movements used in Valve games.
-The shortness of most animations makes them monotonously boring
-Those that go on for longer period of time always have a significant drop in quality
-Heaven forbid the put found SOUNDS in the animation, because then you are subject to some poorly adjusted audio levels, and the sound become even more monotonous and hard to listen to then the animations are themselves normally.
-VA work sounds like shit, period.
Its like, out of all form of porn, SFM manages to be the consistently worst.
I would rather just look at a still drawn image that actually looks like the character, or a flash animation done by someone like Zone, where the characters actually LOOK LIKE THE CHARACTER, and it done somewhat well.
The only group that does SFM even remotely well on a semi-constant basis is StudioFoW, and even they blow ass about it with poor VA work, and bad animations.
Their only saving grace is that they use the same fucking shaky cam style of hentai like Taimanin Asagi, where its moving around so much you can see how bad the animations are, because you often cant see shit at all.
Its like, every other form of hentai is better on a more constant basis, so why bother?

There was nothing stopping them from doing creative perks while still having skill points and checks. They're adding Skyrim spells as perks. Mandatory Lockpick+Science builds will just be replaced by mandatory 4/4 PER/INT builds. The only difference is that +skill perks will be the ONLY way to get those bonuses now so they'll be coveted instead of hated.
I just hope there'll be a UI/mod for a final column of new perks that have mixed or no SPECIAL associations.
We'll have to see how it actually works in game, but right now, I'm actually really excited for it. I feel like it will make every character unique (instead of the walking god you become at the end of every Fallout game). Also, I like the ranked perk system, allowing the player to balance in heavily specialized perks or taking a little bit of everything.
I was really nervous about the removal of skills at first, but this may be exactly what the series needs to feel fresh again.
I personally just hope it cuts down on the number of "FALLOUT IS JUST TES WITH GUNS NOW!"

PA "training" was shit made up in Fallout 3 to prevent the player from being able to use some of the best armor in the game from game start, since you run into BoS failry easily.
IIRC, its even said in Fallout 3 that PA is supposed to be so easy to use even a child can do it, the need for complex training was just a gameplay fiat.
PA, in lore, was always just something you can put on and juts USE, training or not.

The thing about Fallout 3 to me when i remember it is i think of the wasteland as having like 4 characters in it. Its you, dad, moira, and a gay dude in a tower in this huge great expansive map populated by scorpions mutants and nameless raiders.
His name is likely Albert, given the default male PC has been named Albert in Fo3 and NV promo material.
We even see the name Albert used during the video with Todd talking about how the perk system works.
The SS also looks almost exactly like Albert Cole from Fallout 1 also.

I don't know anout some stuff that guy said, like sneaking through the sewers, but Todd did promised an actual functional economy(you can evidence that it was partially done but never implemented), an actual complex civil war(there some unused partial complete scripts that indicated that), and there is also a incomplete weapon durability system, that worked in tiers, by what I have heard.
It's more rigid than I've ever seen Beth get with an advancement system. Nobody can get good at lockpicking without being a minimum degree of perceptive, which is odd. Usually RPGs put stats as modifiers on skills, so that a character can grow through training independently from their intrinsic strengths and weakness.
It's not inherently bad. Much easier to plan builds around, so hopefully gameplay will require smart build design or else it'll all feel crufty. I'll still miss the discovery of finding new and unknown perks as I level up.
I wonder also if skill (or are they perk?) mags will allow you to access perks above your stat requirements.
Please tell me a bunch of the game isn't just going to be filler radiant quests. Please. Please. PLEASE TODD.
I mean it's nice to have, but you don't make half the quests in the game radiant redoable bland quests.

Music is the easiest thing to mod. CONELRAD for FNV is probably the most effective mod available: tons of immersion and fun with just a handful of songs.
It's true, those assets do exist in the base .esm but were cut to make the 11.11.11 deadline. Oblivion also had a lot of planned features that were cut. Radiant AI worked fine, but wouldn't work too well on console hardware.
I think where these disappointments come from are that Todd gushes about the things on their drawing board and features they're playing with during development which, in the end, get hacked off.
FO4, thankfully, is basically done. So unless they've shown ancient builds of the game the things they showed and discussed should be part of it.

I'm not shit-posting here, but is he wrong? You can't really classify Fallout as a straight up RPG any more. It's more a FPS/RPG Hybrid now that focuses more on the gameplay than the actual story; something which all FPSs do.

Whilst 3 tried to maintain a hold on the Fallout story, NW took a big old dump on it and decided to go the trigger happy shooter way. Don't get me wrong, I enjoy playing NV and 3, but not because they're Fallout games but rather because they're fun to spend a few hours playing with mods.
You play 1 and 2 for the story, to be immersed in the lore and to actually care about what's happening. You play 3 and NV because you want to go around shooting things in the Fallout universe.
I'm not agreeing with the guy completely as he's trying to pass his point across like an autistic child throwing his toys out the pram, but in a sense he's right that Betheseda are taking a shit all over the Fallout games. They're essentially doing what Ubisoft do with the AC games, use the name to sell a different game.

If FF7 a pure RPG? Yes. Is FF13 or any of the new games the same genre as FF7 even though they're both labelled as RPGs? No.
If you'd actually read my post I said that the new Fallouts are hybrids since you can't really call things like NV a RPG when the story is as plain as the paint in a white room.
If you can sit there and tell me that the story of 3/NV was as engaging as the story of 1/2 then it seems you're the shit poster here.
This isn't me saying 3 > NV or NV > 3. 3's story tried to stick to the general feel of a Falliout game. The world's a wasteland, a vault is involved, you need to save the vault or wasteland etc.. NV was literally Skyrim's choose the Stormcloaks or Empire story wise.
Once again, I'm not saying which is better (I preferred 3's story, but had more fun playing NV as it was newer and had more mods) but 3 felt like a transition from old school RPG Fallout to the new apocalyptic shooter.

I don't recall Bethesda doing shit like passing off the ideas as their own. The inspirations are clear for anyone with half a brain they don't need to say what exactly came from the modders and what didn't. THey've been clear in the past that they do really look at what the mod community does.

People keep saying no, but that doesn't make any sense to me. I mean, it was pretty popular in NV and there was a pretty popular Skyrim mod that added the same thing. If they really want to make little items more important (stated during the crafting/base building E3 thing, I think), why the hell would they take away the option to need to eat and drink. Do that and food is going to be heavier, less effective stimpacks.

We already went through this. Commando is just a dmg% boost early on and not necessary. Plus you probably won't have access to proper assault rifles early anyway.

Single shot rifles and pistols are the best early on for ammo conservation, following that you move onto heavy weapons.
Does building multiple med bays/science rooms in Fallout Shelter increase the total amount of stimpaks you can carry or just add multiple sources of stimpak production without raising the cap?

Yep, you can just build medbays for storage and leave them empty. Build an elevator shaft all the way down to the bottom and put it there with the rest of the unoccupied rooms, like item storage - monsters and fire can't spread via elevator.
How can I motivate myself to reinstall my mods?
I had my laptop sent back to me after g ttign fixed by dell and they fucking reformatted the hard drive, amd now I Want to reinstall new vegas and the list of mods I had as well, except its going to take another 2 hours of drag dropping with readmes to read regarding patches and compatibility and fucking around with load orders again.
And im probably going to have to set my project nevada rebalance files and ahud as well.
There's still a cost in terms of not being able to use those points on perks. And if you wanted all 10's, you'd be level 43 with zero perks, that doesn't sound easy at all to me.
There WILL be a soft cap in terms of maximum level most players can be reasonably expected to reach - you won't be unlocking all perks and perfect attributes with normal gameplay.
First off that the fucking picks broke if you breathed on them wrong. The perk tree was complete shit and made locks go from 0 to auto-unlock; training it took forever and there was really not much incentive to lockpick at all because nothing important was behind a lock, just loot.
It was a useless skill that inflated your level. You can pick any lock at any skill level and the skill perks were retarded. A key to any lock you picked, how amazing. Locks are easier to pick, incredible.
Lockpicking was objectively the worst skill and most poorly-designed mechanic in Skyrim.
Just keep the modlist concise and small, anon - that's really the key. As much as you'd like all those weapon mods, for example, they aren't really necessary with FNV's impressive arsenal.
Just play Bounties III, maybe a few other recent quest mods and by the time you're finished FO4 will be out already.
