Nzap spreads ink really fast, especially compared to octoshot. I use 4run/2swim on Nzap and 3swim/2run/Inkresistance on Octoshot. I find the Octoshot does worse when it has to play with little map control, and tripping on opposing ink, especially when you have your inkzooka out, can really screw you up. I guess it's a personal preference thing, I just find that I have better performance with stacked runspeed on Nzap and with the 'safe' choice of Ink Resistance on the octoshot.
Of course, There are exceptions for everything. Special Duration is considered bad but it's amazing on the SSJ if you have a coordinated team and you're on the right map/mode combo. And of course Ninja squid has potential on Carbon, I was just thinking about that yesterday. But your question is about the Nzap/DS isn't it? For the Nzap, I'll compare each ability that has a similar effect and strictly outweights Ninja squid.
First, I'll cover NS itself:
It's an ability that trades your mobility for the protection of having no ripple. 3 important things here: There is almost no situation in which you would be swimming in plain sight of the person you intend to kill while using the Nzap. If you're running head on at your target, then you're doing it wrong. Second, the Nzap is a very fast weapon and is supported by a very fast playstyle. Why would you take an ability that slows you down? This links back to my first point, you don't need the ability if you're playing with the Nzap correctly. Last thing is that it's a shirt exclusive ability, meaning it's competing with Cold Blooded. You know Echolocator lasts 12 seconds, whereas CB reduces it to 3 seconds, yeah? Echo affects you while you're in the ink even when you have NS, meaning they don't see a ripple but they see a little circle to shoot at. I would be very surprised if there's no Echo in any S or S+ rank game, given that common weapons like the Eliter and the Silver Dynamo have it.
Comparing NS to Swim Speed, there's no contest. I can't really put this into words because of how obvious this should be. As I said before the whole thing that makes Nzap great is its stupidly high overall mobility. It has the same range as the Octoshot and inks the ground faster due to its higher fire rate. All the same its best if you're close when you go to kill because you need 4-5 hits to kill, meaning that if you start shooting at the max distance you're going to need to reposition yourself.
Swim speed allows you to constantly be moving at speeds other players can't keep up with, flanking and harassing their slower weapons such as CJS, Dynamos and Chargers. Increased swim speed also has the implicit effect of increasing your survivability because it allows you to get out of harms way faster if you have some map control.
There's really not much more to say on this without going in circles, you'll probably just have to try it for yourself.
Comparing NS to Run Speed, there is a colossal difference in the effectivness of each ability. I'm pretty sure Nzap now has the highest or highest equal runspeed while firing, meaning that you can do retarded levels of strafing so that the majority of players will freak and not be able to hit you. I did this to a couple of chargers yesterday and it worked the way it does every time, they miss their shots because you're close enough to them and moving fast enough that they can't aim properly. Run speed also allows you to win duels against mobile weapons such as the Sploosh, by controlling the distance between you, or the Octoshot, by outstrafing them. Runspeed also allows you to move over grates and uninked ground faster, this is huge when you're playing Rainmaker or flanking over uninkable surfaces such as on Dome. Again, there's not much else I can say without going in circles, Run Speed outweighs NS again simply because the Nzap relies so, so much on mobility, it's like the Sploosh in that aspect.
Naps on the sand and crashing waves are what these cute squidboys call their ideal fresh lifestyle.
Forget about all that though, let's talk about music.
What do you listen to while splatting?
Run Speed is particularly good on the Nzap compared to both swim speed and ninja squid. I believe to get up to 100% swim speed when taking NS, I'm pretty sure you need 1 swim speed. This means you need to take 1/3 of your abilities just so you can move without a ripple at 100%. Taking abilities that intentionally hinder you when Cold Blooded is just strictly better with the 'correct' Nzap playstyle is just questionable at best.
I'll just quickly do Cold Blooded. If you get caught by Echo, haunt or Point sensor, you have 10-12 seconds where the opposing team knows your exact position with 100% certanity. Taking CB reduces this to 2.5-3s, and as I said before, NS doesn't do anything. This is a case of information, if they don't know where you are they can't fight you. I know you can apply the same argument to NS, but again see my point about 'you should never be in front of them'. NS is only good if they can see the ripple, recognise it's a threat, and act on it. If they can't see the ripple, then NS loses its effectiveness.
What it comes down to is that the Nzap relies strictly on mobility. Cold Blooded is stronger than Ninja Squid for the Nzap simply because of how the weapon plays, and you don't want to get locked for 12 seconds where you can't do anything. If you get hit with Echo even without CB, you can still rely on your mobility (Swim Speed) to escape a dangerous situation, whereas NS gimps your ability to escape in situations like this because most good players will be able to make the assumption of where you travel anyway. Ninja Squid is a niche choice for a handful of weapons, the reason it's viable on Carbon Roller is because the Carbon has such as fast swing speed and a direct hit one shots a player.
If I were to use Cold Blooded on my Nzap build, I would use 3run/2swim/CB.
I'm working on a new build and I've been out of the loop for awhile. I use to run 3x damage main on my custom blaster because the splash damage would kill people when I missed shots. It looks like the patch capped splash damage or severely reduced it, so I'm wondering if it's even worth it to run damage on it anymore.
Maybe I should just stack defense or some shit. I don't use my special or sub weapon too often so things like special charge up aren't that great for me.

I have no problem with that seeing as I disagree of most of the stuff that's on them. I don't see why someone would run Ink Saver Main on an Nzap, for instance.
So I began using the dual squelcher that has beacons and killer wail from the tentatek ony road to S+. So far, this gun has exceeded my expectations and has helped me win games. So far, I'm using 3 quick respawns, 1 quick jump, 1 special saver, and 1 ink recovery. I'm planning for my final build to be 2 quick respawn, 2 quick jump, and 2 special savers. Does that sound good? If not why?
You could still run it to counter defense that people have. would also help for the times you go luna blaster neo or custom range blaster (if that's the one with splatbomb/kraken)

That's actually not bad. It's a prime example people would use to argue 'music is dying', but I kinda like it.
Drop the QSJ, Quick Respawn is better in most situations. Keep one if you're fixated on it. It sounds good other than that, maybe consider Ink Resistance or 1 Def Up.
Stacking Dmg main is still worth it imo, but its less effective than before. I would recommend special saver just because of how good bubble is, you can even just get away with 1. If I had to pick something right now I'd go 2 Dmg, 1 Special Saver, 1 Def Up, 1 Ink Recovery, 1 Ink Resistance or something like that.

It's not as exciting as you might think.
I would only run quick respawn if you're an aggressive player and your team relies on that on winning. And I don't feel like the DS is that type of weapon because of its slow TTK at close range and slow but good ink spread. I'd consider Comeback and/or some swim speed

I don't know if I'd say it makes jumping safer unless you're using it as an escape mechanism, but the QR limit is right. However it only has the same effect as QR if you're jumping to a beakon or another player whenever you respawn, so it loses it becomes a waste of a slot if you don't adhere to the strict playstyle boundries you set for yourself
This sums it up nicely, and I also forgot to mention comeback, that's probably a good option. Maybe that black Tentatek headband so you have 3x ink recovery

I would however be able and be willing to pay dearly for black or white ink. Even if for use just in the lobby, that's fine.
I bet they've got some custom stuff going on, like hybrid weapons.
I'd picture Callie with a Roller that opens up to double as a sort of crossbow that can fire Blaster shots, and Marie with a Musket or Bayonet that can be swung to function as an Inkbrush.
It would break the shit out of the game though, so wishful thinking.

I guess while Ninja Squid is niche, it's only biggest downside is that you'd rather choose other things over it.
Giving it to any class as a 'sneak mode' would make it grossly overpowered.
Something tells me that concept wasn't like, a warp point on Multiplayer maps or whatever.
My guess is they're proto-Kettles, and they originally intended Octarians to live in Inkopolis' sewers instead of a series of caves.

It's annoying but damn it I'm having fun.
To get the most of out of NS, it's better to run it with a weapon that kills very fast especially at close range like a luna blaster or a roller than a shooter. But there can be other applications for other things like for the squiffer for making escapes to get out of the enemy's range and have time to fire a full charged shot.

they're actually quite solid once you get used to them, but if they really feel shitty to you (and adjusting the sensitivity does not help), you can turn them off in the options menu.

I think Squiffer is another weapon that does well with mobility but it's a really weird weapon to use because you're dead if you miss your shot, assuming you're not playing against retards. Like you say, NS does best with fast kill weapons, which is why I say the Carbon. I don't think Luna is great for it because the range on the Luna is so short and it has few ways to fight at mid and long range, so it relies on swim speed. I usually use QR + Special Saver on my suicide Luna for TC (Mine/Inkzooka) and I've been using 2Swim/2SpSaver/1Dmg/InkResistance on my Neo Luna for a variety of game modes. I love playing suicide luna because it's crazy constant action but I like the Neo Luna too because bomb rush I think is my favorite special.
Thing is with the squiffer, the short range means you're outranged by a bunch of common weapons, then mobile weapons with slightly shorter range thank you have an easy target if you struggle to land your shots. Squiffer also has trouble painting the ground under pressure, so escape can be difficult to begin with. It's probably okay on the squiffer but I've found swim/runspeed pretty effective on the New Squiffer. But yeah I think it's good on both Carbons

Yep, I believe that's how it goes. There are some people that make workarounds where you don't have to unbind the book, but those tend to be more expensive DIY projects for people who do it frequently.

No it hasn't. There's a colossal power gap between the 'top teams' and the rest of the teams. The majority of people that have a go at playing western competitive get 3-0'd early in a tournament and knocked out. This isn't really anyones fault but their teams own, simply put they need to git gud. However there's the issue of good players being stuck with a bad team, that excuse is largely a joke in matchmaking but it exists in competitive. Rezb1t carried Choke Squad for a while and the difference in skill level was very noticeable when he wasn't playing.
Japan's scene is different. Because the majority of people in Japan aren't FPS players, everyone's kind of on the same level. The handful of FPS players that have come along are still winning (Yugo1 and co) but there are enough teams to provide genuine fun and competition for everyone. There was a, 290? I think team tournament about a month ago in Japan. That's 1200+ players interested in competitive alone who were free on the day. They have thousands of dollars being poured into a TW (!) tournament.
The western scene isn't unstable, it's just not very big. I think a good portion of /ink/ has the ability to put up results in tournaments. You see how often we beat streamers and 'big names' that are calling out positions and using VOIP; /ink/ players are usually drunk/hungover, tired or running teams with 2 chargers or retarded weapon combinations and they still win.
Competitive scene growth is difficult when owning a WiiU is a barrier to entry. If the game was released on PC via Steam for a price of maybe $15-$20, I wouldn't be surprised it became the next TF2.
