That's the "joke". They're undergoing a metamorphosis/transformation. The picture was based off of the fact that in the anime Kakuna is called the Transitional Pokemon.

I'll give you the fact that it's a broad term, but generally the clothing/attire and general design of the gijinka should adhere to the elements and design of the pokemon it comes from.
That drawfag one is a well-drawn picture, but as far as I can see, the only thing slightly resembling Avalugg is the ice-crystal earings. And I guess the bottom of the sleeves.
