Never had to face OHKO, but I've twice had to fight someone who was using Double Team/Minimize. The Double Team guy was attempting to baton pass it, but RNG blessed me enough to kill it beforehand.
Wrong. VGC uses Moody on literally every Smeargle.
Minimize is just not used very often, because the Pokémon who get it are mostly pretty slow, so you can easily double target that slot and get an easy 1-hit K.O. And even after a Minimize boost you still have a higher chance to K.O. the Minimized mon than it evading your moves.

i actually made a moddy stall sheer cold glalie shortly after xy came out. i always win with it because after a few moody boosts and me using sheer cold, succcesfully or failing the oponent dc's/

There's no strategy to it, it's literally relying on blind luck.
Just because you can use something doesn't mean you should. If you want a have a fun battle with your friend and if you pull shit like boosting evasion, you're gonna have one less friend.
Can I point you to a dictionary? Do you even know what gamble means? It means to bet on an UNCERTAIN outcome. Strategy implies you at least have some direct control over the situation and can plan your actions.

luck is still a factor. the game is constructed in such a way that you can choose to rely heavily on luck. but it's not slots, you still have enough control to increase your odds of payoff. in his case, he chooses which moves to use, or whether to switch, depending on the outcome of moody. there is strategy involved.
