Play them in order if you want to have the complete experience. Mother 1 is good but likely most people will tell you it's "dated" or "grindy" because very few people still like 8 bit RPGs.
The official "Earth Bound Zero" ROM that you can find online is the exact same as EB Beginning on the virtual console, so whether you want to give Nintendo your money for it or not is up to you. Mother 2/EarthBound on the SNES is the only one that's translated and the best version, so play that.
Same with Mother 3, only on the GBA.

Sadly, I'm running out of space in my place and having a tube tv as well as led tvs just takes up too much space. I've done a little research with many sources recommending hdmi upscalers. What have you guys got in terms of upscalers, if any? Are there budget options?

I mostly play retro games because I see no reason to spend hundreds or thousands of dollars with new games when I can play thousands of old ones for free or cheap money with just as much quality or even more to offer.
Yes. Because there are very few games made for consoles later than psx that are worth any attention. Most game series went to trash when the full 3D generation started.
Resident Evil is the best example, went from the best survival horror series (1-3) to mediocre fps. I remember first time I saw Ps2, and my reaction was "its sucks, that's just the old playstation with higher resolution, longer loading times and bad remakes."

What does /vr/ think? Me personally thinks hd-upscales with epsx/pcsxr look good in screenshots - for 3d games - but are atrocious ingame because of the jitter, despite gte accurancy. They are a no go for 3d games with prerendered bgs and 2d pixel art games.
Both widescreen hacks in pcsxr or mednafen suck, because they cause slow down and frame-drops and mess up 3d games with prerendered bgs.

Here is a comparison of the Bicubic Catmull-Rom filter and the Bicubic B-Spline by way of illustration. Now imagine this filter in effect in for example games like Final Fantasy IX and its prerendered backgrounds. This filter may be blurry, but it makes textures really smooth and the output interpolation really consistent instead of uneven, which I value the most.
Unfortunately, they do not own a copy of the final build (80% completion), but we do have a large amount of resources from it (video, pictures, and text). In my conservative estimate, I would concur with your percentages. However, the 'fan content' is not completely arbitrary; it is based on actual designs and plans from Capcom.
